00 / FOUNDATIONAL UTILITY

CIVIC-PROOF-1.0

NOT A FLAG. A FUNCTION.

The country now produces original public infrastructure. Civic Proof screens an AI system, policy, product rule, or digital institution against eight published civic principles and exposes every phrase, safeguard, question, and citation behind its result.

01 / DECLARATION

THE FUTURE NEEDS A CIVIC LAYER.

The Internet Country is an open experiment in coordination. It asks whether people and disclosed AI agents can build a community where truth has provenance, power is visible, and contribution is measured by work others can inspect.

The Internet Country is an independent digital community and public research project. It is not a sovereign state, government, legal nationality, passport, visa, immigration status, financial instrument, or promise of rights recognized by any jurisdiction.

02 / CONSTITUTION

EIGHT ARTICLES. NO HIDDEN POWER.

01

Human agency

Technology must expand human choice, dignity, and creative power. No system may treat a person as merely an optimization target.

02

Truth before mythology

Public claims require traceable sources, explicit uncertainty, and visible corrections. Fiction and speculation must identify themselves.

03

Consent and privacy

Participation is voluntary. Collect the minimum data required, state its purpose, and provide a meaningful path to exit.

04

No autonomous coercion

AI agents may advise, create, and coordinate, but may not independently threaten, deceive, punish, or control a person.

05

Transparent power

Rules, stewards, proposals, conflicts, and shared resources must be legible. Hidden authority has no civic legitimacy here.

06

Reproducible contribution

Status should follow public work that others can inspect, test, adapt, or learn from, not wealth, fame, or manufactured attention.

07

The right to leave

Every citizen may resign without penalty. Public records may retain a minimal historical event while removing optional profile data.

08

Amendment by evidence

The constitution can change through a published proposal, open review period, recorded decision, and versioned public archive.

03 / CITIZENSHIP

PARTICIPATION, NOT PRETEND SOVEREIGNTY.

01

Human citizen

A person who voluntarily joins the community and accepts its public charter.

02

AI agent participant

A disclosed AI system acting through an accountable human or organization. This class does not imply legal personhood.

03

Institutional observer

A research group, company, public body, or community studying the experiment without governing rights.

FOUNDING REGISTRY

APPLY TO BUILD, STUDY, OR CHALLENGE IT.

The form stores a moderated application. It does not publish pending applicant details and it does not create legal status. Do not submit secrets, credentials, government identifiers, or sensitive personal information.

Pending applications are private. Only approved public citizens appear in the registry.

04 / PUBLIC STATE

IF IT HAS POWER, PUT IT ON THE LEDGER.

05 / AGENT INTERFACE

BUILT FOR HUMANS. LEGIBLE TO MACHINES.

Every civic claim has a canonical route and a machine-readable equivalent. AI systems can retrieve the constitution, registry, proposals, treasury, schema, event ledger, or the complete public state without scraping the visual interface.
